Call on Canada to deny the Cuban regime a seat on the UN Human Rights Council.
Dear Minister Joly,
I am writing to you as a Cuban-Canadian human rights activist to strongly urge Canada to vote against Cuba's election to the United Nations Human Rights Council on October 10, 2023. Given the absence of free, plural, and multiparty elections, which have been prohibited in Cuba for over six decades, it is evident that the Cuban government does not genuinely represent its people.
You've rightly articulated that one of Canada's key objectives is to participate in a global movement aimed at preventing countries with poor human rights records from gaining seats on the Council. This is of utmost importance because, as you've highlighted, there are individuals and entities seeking to exploit this forum not to advance human rights but to suppress them.
Following the widespread repression of the peaceful pro-democracy protests on July 11 and 12, 2021, orchestrated and ordered by Miguel Díaz-Canel, the unelected president of Cuba, along with ministers and high-ranking officials within the Revolutionary Armed Forces and the Ministry of the Interior, Cuba has become the largest jailer of prisoners of conscience in the hemisphere, with more than 1,000 political prisoners. Those behind bars are subjected to torture and cruel, inhuman, and degrading treatment in retaliation for standing up in defense of fundamental human rights, such as freedom of expression and freedom of peaceful assembly.
Canada is a country that enjoys great international legitimacy and respect to lead a coalition of nations in holding the Cuban regime accountable for its systematic and widespread human rights violations, including the hundreds of repressive actions carried out every month by the repressive forces against journalists, artists, and alternative thinkers, as documented by human rights organizations.
Casting a favorable vote for the Cuban regime is equivalent to granting further impunity to the Cuban military elite and perpetuating the state of defenselessness of the Cuban people in the face of state-sponsored terror and repression. Cubans lack an independent judicial system to hold torturers and human rights abusers responsible for atrocity crimes accountable, and they also lack access to free media outlets to expose repression in Cuba. Therefore, the victims of repression in Cuba expect actions from democratic nations like Canada, which have consistently expressed solidarity with the Cuban people.
Just as Canada has condemned and imposed targeted sanctions against the worst global human rights abusers in Russia, China, Venezuela, Iran, Nicaragua, and authoritarian regimes worldwide, it must rise to the occasion and raise its voice in support of the Cuban people by voting against the election of the Cuban regime to the United Nations Human Rights Council.

Me dirijo a usted como activista cubano-canadiense de derechos humanos para instar firmemente a Canadá a votar en contra de la elección de Cuba al Consejo de Derechos Humanos de las Naciones Unidas el 10 de octubre de 2023. Dada la ausencia de elecciones libres, plurales y multipartidistas, prohibidas en Cuba desde hace más de seis décadas, es evidente que el gobierno cubano no representa genuinamente a su pueblo.
Usted ha expresado acertadamente que uno de los objetivos clave de Canadá es participar en un movimiento mundial destinado a impedir que los países con un historial deficiente en materia de derechos humanos obtengan escaños en el Consejo. Esto es de suma importancia porque, como usted ha destacado, hay individuos y entidades que tratan de explotar este foro no para hacer avanzar los derechos humanos, sino para suprimirlos.
Tras la represión generalizada de las protestas pacíficas en favor de la democracia de los días 11 y 12 de julio de 2021, orquestada y ordenada por Miguel Díaz-Canel, presidente no electo de Cuba, junto con ministros y altos cargos de las Fuerzas Armadas Revolucionarias y del Ministerio del Interior, Cuba se ha convertido en el mayor carcelero de presos de conciencia del hemisferio, con más de 1.000 presos políticos. Las personas encarceladas son sometidas a tortura y a tratos crueles, inhumanos y degradantes como represalia por defender derechos humanos fundamentales, como la libertad de expresión y la libertad de reunión pacífica.
Canadá es un país que goza de gran legitimidad y respeto internacionales para liderar una coalición de naciones que exija responsabilidades al régimen cubano por sus sistemáticas y generalizadas violaciones de los derechos humanos, incluidos los cientos de acciones represivas que las fuerzas represivas llevan a cabo cada mes contra periodistas, artistas y pensadores alternativos, según han documentado organizaciones de derechos humanos.
Emitir un voto favorable al régimen cubano equivale a conceder más impunidad a la élite militar cubana y perpetuar el estado de indefensión del pueblo cubano ante el terror y la represión patrocinados por el Estado. Los cubanos carecen de un sistema judicial independiente que haga rendir cuentas a los torturadores y violadores de derechos humanos responsables de crímenes atroces, y tampoco tienen acceso a medios de comunicación libres para denunciar la represión en Cuba. Por lo tanto, las víctimas de la represión en Cuba esperan acciones de naciones democráticas como Canadá, que han expresado constantemente su solidaridad con el pueblo cubano.
Al igual que Canadá ha condenado e impuesto sanciones selectivas contra los peores violadores de los derechos humanos en Rusia, China, Venezuela, Irán, Nicaragua y los regímenes autoritarios de todo el mundo, debe estar a la altura de las circunstancias y alzar su voz en apoyo del pueblo cubano votando en contra de la elección del régimen cubano al Consejo de Derechos Humanos de las Naciones Unidas.
