MAJOR JULIO FONSECA, HUMAN RIGHTS ABUSER IN SANTIAGO DE CUBA

DEMOCRATIC SPACES, a human rights NGO in Canada that along with Cubadecide promoters has formally requested Global Affairs Canada the imposition of targeted (Magnitsky Ssanctions) against the Ministers of the Interior, Armed Forces, and National Police, as well as chief political officers and repressive entities such as the Black Berets and Red Berets, today denounces a perpetrator in Santiago de Cuba who calls himself Mayor Julio Reinier Fonseca.

Alias Julio Fonseca is a human rights abuser and a perpetrator in Cuba. His rank is believed to be a State Security Major.

His real name is unknown but he calls himself Julio Fonseca.

Human rights activists call him “The Women Beater of Santiago de Cuba.” He is the perpetrator in charge of threatening, harassing, beating, torturing human rights leader José Daniel Ferrer García, his son Daniel Ferrer Cantillo (Danielito) and Nelva Ortega, wife of José Daniel Ferrer.

JULIO FONSECA. CUBAN INTERIOR MINISTRY HUMAN RIGHTS ABUSER

ALIAS. Julio Reinier Fonseca. Human rights activists call him the “Woman Abuser of Santiago de Cuba,” for his cowardly role abusing and threatening female rights defenders.

RANK. Interior Ministry Major. Section 21. "Confrontation of Enemy Subversive Activity." Part of MININT's extensive payroll of perpetrators nation wide assigned to surveil, harass, arrest, beat and track human rights defenders and political opponents.

CRIMES. As reported by Represores Cubanos/Cuban Perpetrators Project, some of the international crimes Fonseca has incurred as part of his role in Section 21 of the Interior Ministry include politically motivated persecution, harassment, surveillance, intimidation and threats of human rights activists and Cubans with alternative ideas.

CURRENT ROLE. Currently he is a perpetrator assigned to keep surveillance on Nelva Ortega Tamayo, wife of pro democracy leader and prisoner of conscience José Daniel Ferrer García.

THE INTERIOR MINISTRY OF THE CUBAN DICTATORSHIP & SURVEILLANCE. 

It was believed that the former German Democratic Republic was the most surveilled society in history. To watch over a population of 17 million people the Ministry of State Security or STASI fielded 92,000 officers and 200,000 informers.

The Ministry of Interior (MININT) in Cuba whose techniques of surveillance and infiltration of peaceful opposition groups were taught by the  STASI during training over a period of decades, was founded on June 6, 1961. MININT is estimated to have force of 20,000 officers and an estimated 6,500 border guards

MININT's objectives are to surveil, imprison, torture, and assassinate activists and leaders of the political opposition. They control intelligence and counterintelligence services, the National Revolutionary Police (PNR), the National Special Brigade (Black Berets), the Coast Guard, the Prison Services and the Committees for the Defense of the Revolution (CDR). 

There is no data on the number of informants in Cuba. However, once archives in Cuba are opened in a future democratic nation, due to the duration of the Cuban dictatorship (64 years and counting) and the number of institutions belonging to the Interior Ministry, one could reasonably assume that the Cuban regime could most likely surpass the former GDR. It could become the most surveilled society in history.

PERPETRATOR/REPRESOR: ONE OF THE BEST PAID PROFESSION IN CUBA.

PERPETRATORS of the Interior Ministry (MININT) are the mainstay of the Cuban dictatorship to cling on to power. They are the ones who harass, monitor, beat, and torture human rights activists and citizens who raise their voices for democracy. MININT perpetrators in Cuba earn one of the highest salaries. 

MININT is considered the institution that offers one (if not) the highest salaries in Cuba due to its function as the repressive entity par excellence of the Cuban dictatorship. For example, according to a job posting from the Penitentiary System of the Interior Ministry from January 16, 2021, a prison guard who after basic training is promoted to Second Lieutenant would earn more than a physician with two specialties.

As the sources below show (The URL posting were later erased by the Sierra Maestra newspaper), a MININT Second Lieutenant earns 6,690 Cubans pesos a month, while a doctor with two specialties earns 5,810 cuban pesos a month.

Like all repressive agents in Cuba, their real name is unknown. Enforcers of politically motivated repression of the Ministry of the Interior in Cuba all use aliases. According to the testimony of human rights activists from Santiago de Cuba, this perpetrator who calls himself Major Fonseca was promoted from Captain to Major of the Interior Ministry within a few years roughly from 2015-2020 to the present as a reward for his role as one of Santiago de Cuba’s worst human rights abuser. His role as a repressor dates back at least a decade ago. In February and March of 2015, he was one of the repressive agents who carried out more than 250 arrests to prevent opposition members of the Patriotic Union of Cuba (UNPACU) in Santiago de Cuba from attending the Mass at the Sanctuary of El Cobre.

According to the Cuban Repressors Project, Fonseca is known as a violent repressor. He is from Palma Soriano and is accused of Crimes Against Humanity. He works in Section 21 of the Ministry of the Interior, responsible for what the dictatorship calls "Confrontation of Enemy Subversive Activity." Some of the international crimes he is accused of include harassment, surveillance, and intimidation of activists and Cubans with alternative ideas.

On February 14, 2019, during the hunger strike carried out by the Patriotic Union of Cuba for the repression unleashed during the campaign against the referendum that year, Fonseca, along with the Black Berets of the Ministry of the Interior beat José Daniel Ferrer Cantillo, the son of the leader of the Patriotic Union of Cuba, José Daniel Ferrer García.

During the protest staged by Dr. Nelva Ortega Tamayo in Cespedes Park in Santiago de Cuba on October 25. 2019 demanding the release of her husband José Daniel Ferrer, who was detained at the time, Fonseca threatened to beat Nelva and her son. He even threatened to kill her if the protest continued. Human rights activists from Santiago call him the Women's Beater as he has been known for years for beating women activists.

More recently, on December 9, 2022, along with the known Lieutenant Pineda, Mar Verde Prison Warden in Santiago de Cuba, Fonseca was one of the thugs who brutally beat José Daniel Ferrer after he raised a voice against the confiscation of family letter. The beating was carried out in front of his wife and two children leaving José Daniel with wounds in his stomach and other parts of this body. As a result of this beating José Daniel was unconscious for an undetermined period of tine and was not provided medical attention. 

During the family visit corresponding to José Daniel Ferrer García this Friday, December 9th, 2022, Castro’s henchmen from Mar Verde prison assaulted him in front of his wife Nelva Ismarays Ortega-Tamayo, their three-year-old son Daniel José, and Fátima Victoria Ferrer Cantillo.”

This thug who calls himself Major Fonseca has gained a reputation for his abusive nature & most notoriously his cowardice. His Modus Operandi is characterized by stealing belongings from activists, and threatening activists with sexual assault and rape (considered crimes against humanity).

This henchman along with other Interior Ministry agents whose role is the surveillance, persecution, beatings, threats and intimidation of human rights activists deserves to be included in the Magnitsky sanctions list in Canada, the United States and the European Union for his direct responsibility committing gross human rights violations. He along with other thugs of the Interior Ministry and the repressive apparatus in Cuba should be brought to justice in a democratic Cuba to answer for his crimes.
