Association of Mothers and Relatives for Amnesty in Cuba

The Association of Mothers and Relatives for Amnesty in Cuba sent a letter to Josep Borrell, High Representative of the European Union for Foreign Affairs and Security Policy indicating their support of the Amnesty and Decriminalization of Dissent Bill proposed by the Council for Democratic Transition in Cuba and indicating they will proceed to collect the required number of signatures.

As you indicate in your statements "the right to dissent and to demonstrate should be guaranteed and protected in Cuba.” Therefore, we are sending you the attached document: "Amnesty and Decriminalization of Dissent Bill" for your information. Once the required number of signatures have been gathered, it will be sent to the National Assembly for its debate and approval.

Amnesty is a legal procedure that has already been applied in Cuba on some other occasion, and we refer to it as a mechanism used in other countries with problems similar to ours, in which it has given a positive result, especially when we speak of necessary changes in the political system, since it promotes citizen reconciliation and with it national reconstruction.

The accompaniment of the European Union, whose member countries have been an example of civic overcoming of all these procedures, is important for us because of its experience and success.  Therefore, we urge them to support this initiative and to promote it with the Cuban authorities in the spaces allowed by the Dialogue and Cooperation Agreement.
